You and I will disagree on this and that's ok. But IMO stealing is not a legal concept. It is a moral one. Stealing is stealing no matter where we live.

Some kind of drawn figures to show as a chart overlay would be nice and must be legal as well? That's the way you print chart corrections on a paper chart using a pencil. For example to add a new underwater rock or place a cross over a withdrawn mark. And drawn figures would not be connected to a specific chart but more to a position, like a WP.
Of course you can use a WP for the same purpose and make a comment/name describing the reason for the mark but available WP icons are not well suited for this and to draw a new coast/reef line with WPs is not very handy.

Pavel, hello,

Yesterday I wanted to load charts inland of Germany. But it does not. or rather, having updated the list of charts (28 in total), each chart, the plugin has indicated that he could not download it. The plugin offers to open a special page to the German web site page. We can say yes or no. But it quickly becomes tiresome and unpleasant to handle. And especially since we can not cancel, block, all tests.

It is desirable that the plugin tests all the charts, one by one, without offering the choice to open many web page of charts. Then, in the end, he would propose a single opening and give the list of charts that would normally not be loaded .

Because of this archaic definition no one who pays for electronic charts owns the charts. They have purchased a right to use the charts for themselves. They have not purchased the right to give the chart to anyone else. So it is still stealing to give away something that does not belong to you.

I agree, if you first steal something then give it away, you are already stealing.

Copying data is neither stealing or giving away because you retain the original copy and no one is deprived of anything.

I think you are confusing copyright infringement with stealing which in many countries both illegal but are not the same thing.

My primary intention for using bittorrent is not to distribute such charts anyway, but to provide an efficient medium to distribute charts users create (with corrections etc) consider open sea map charts and other user created charts.

I have made charts from the old TerraServer topo maps which are public domain.

It is totally possible to make your own maps in many cases without breaking any laws or violating most people's morals.

And it is totally possible to use the chartdownloader plugin to distribute them, all it takes you create the catalog XML and make it available over HTTP. I'm just not going to judge whether the charts are OK to be distributed or not, neither going to run any service that could make someone think I should...

I am not talking about pirated. I am talking about bying charts (official), Let then scan in in a Copyshop to jpg and then calibrate then for my own use.
OziExplorer and mapcal can do this.
What I do with the digitalized versions is my resposibility.

Most countries that offer paper charts also sell certified raster charts that should work with OpenCPN.

I wish that was true, but it isn't. If it was true this list, Chart Sources | Official OpenCPN Homepage would be way bigger.
A lot of countries publishing paper charts only publish electronic charts in vector format.
Anyone knows of any French, German, Chinese, Russian or Japanese raster charts for O?
Australia just stopped publishing raster charts. O couldn't read their raster chart format anyway......
The worlds biggest publisher of raster charts, UKHO, uses a proprietary encrypted format that O can't read at all.
The list goes on.
