When we need to screw something into a surface like the hull, we sand away everything to get to bare glass for an area slightly larger than the piece we are putting in. Coat the area with thickened epoxy (so it wont run) and place the piece in place. When it stays by itself, soak some fiberglass cloth in resin and cover the piece and fair over the piece to the bare glass underneath.
