I think that we're having a "form follows function" issue. This boat is like so many other boats because they were built for the same thing, rough water. The fact that this one is, however, so short makes me suspect an Ontario company in the sense that it was designed as a 'rough water lake boat' for use on the Great Lakes. (The fact that knowledgeable people from around the world can't ID it via this thread makes me further suspect a local regional source.)

One good thing about the mystery: I can call the marina and honestly tell them that literally people from all across the globe want to know what boat that is. Maybe that'll tickle them enough to punch a couple of buttons and tell me what their paperwork says.

At one time (2001-2002), Michael McGoldrick put the Hughes 38 at a Price Range of $45,000 to $55,000. You can check out some of his other boat values, and current values, to get a representative comparison.

Note that both settee covert to double berths, and v-berth is a truly large sleeping area. The downside is that Hughes 38s are getting little old, often come with a gasoline engine, and are a somewhat dated design. People interested in the Hughes 38 may also want to take at look at the slightly smaller Hughes 35."

The Cabin arrangement doesn’t look anything like internet pics of a Samson 36. At less than 30’, it brings to mind a boat built in the Vancouver area callled...a Vancouver...at about 28 ft.

You may want to see if you can find a serial number on the transom. Depending on the year it may give you a clue on the manufacturer. If not do a search through the databases available. It may cost you a few dollars.

The mystery of identification!
Where I liveaboard here in Florida I can reach out to any boat owner in the marina ... 500 approximately. The key is to have a good relationship with the office staff. Next time you visit go to the office manager and hand her/him a card with your number, email and a short story of the world wanting to know what the boat is.
It is rare that an owner will not take a moment to reach out via one of the contact methods provided.
This takes the privacy issue off the table and helps the office management to understand your motivation. It is so easy and works like a charm.

My guess is this boat pre-dates the requirement of Federal HIN’s. And if it’s Canadian- what about that?

Here's a Samson 40. Looks very similar. It was identified as a samson by the yard.

Wow I have not been on here in more years than I remembered.
Interesting boat. It looks like it may be a Brent Swain design.
Brent lives in Canada somewhere in the west I believe. He designed and builds a boat he calls an Origami boat. It is cut (from steel) and bent into shape. It is self reinforcing in it's design and so lacks an internal frame structure. This makes it cheaper to build and much lighter.
He has a book on the process he sells. It includes many other things he designed and tells how to make them. You can buy his boat plans or pay him to help you build one.
I have never heard a bad report on one yet, but also I have not looked for a report either.
You should be able to find some info on him on the net and get a copy of the book also.
Bit of a recluse I believe as he lives mostly off the land and is said to be pretty blunt in character.

Yeah, that looks to be it with that house. Never understood why the “3 tier wedding cake” was used in boats that didn’t seem to need it. Had an old Mk I Columbia 26 that used that house profile. The “third tier’ was needed to get full headroom in the main cabin, but it seems 40 ft. boats shouldn’t need it. It seems to imply that’s the only part of the cabin that has standing headroom. It certainly was a design concept from the 50’s and 60’s. Aside from the windage issues, I never thought it enhanced a boat’s profile. But dif’ernt strokes...
