Just because I've decided to talk to the state employees in charge of this issue first doesn't mean I won't be citing the regulation and providing links.

General hazardous effluent regulation is the norm. There will be no need for a specific law associated with removal of bottom paint from a hull be that in the water, on a beach, a boat yard or one's drive way.

Pollution is pollution, the where and the how does not matter.

The site team has reviewed this thread and determined that it should be left closed.

The subject vessel is a 50' catamaran. There are well-established facilities and procedures for servicing such boats that are designed to protect the vessel from damage, protect the workers from harm, and protect the marine environment from pollution. The site team does not believe that the premise of the thread---that antifouling can be applied to such a vessel by a solo sailor in the littoral zone using makeshift lifting equipment---is a sound one due to the clear safety hazards, risk of pollution, and unclear legal/regulatory compliance.

A handful of posts have been deleted because they were in violation of community rules.
