We had this image on the forum long ago, too far back to do a search to uncover the thread. I remember either thinking or commenting that it
was some version of a “happy hooker” but weakened by the plasma cut or milled hook shaped slot near the shackle. I’m following with interest, and have no idea what its for.

Looks like the two pics are of the same type of objects. However, Googling on Happy Hooker shows a different device, but it looks as if they are mooring aids of some as-yet-to-be-determined brand, not a home made chingadero. They both have the little engraved hook symbol.

ok...going to out on a limb here....it looks like a homemade " pelican hook" The small arm with the two rivets opens up so can attach it to something..the shackle on the other end is to attach it to something.

I've seen these made from bronze......brass....even s/s

my guess is a safety device for masthead work. It's steel, so not very light tho...

nah, it's a variation of the "pelican hook". Those oval cut outs are there to just take some excess weight out of it...the "question mark" design suggests it was homemade and laser cut...
my 2c and I'm sticking to it...

Although it is a little different from those that I have seen, I believe that it is a type of mooring or dock hook. It goes into a fitting in a boathook, or other pole, with a friction fit. A line is attached to a cleat or other hard point on the boat, fed through the shackle and returned to the boat. You use it to hook a mooring ring or dock cleat and then a sharp pull on the boathook separates it from the pole. You then have an attached line - just pull on the loose end.
