Not really a mystery at all. You pay according to the value of clothes, shoes and watches you're wearing.
Last February we were stuck almost a whole day in Colon's port captain's office getting our cruising
permit, port clearances, etc. There were 2 other crews there of similarly sized
boats. All of us were reporting to each other not only different amounts of "fees and charges" but also different
legal advice, etc. The better dressed guys of course ended up paying the most. We were right in the middle - our captain's non-US and non-EU passport probably helped to that. Two raggedy looking
kids were paying the least. None of the crews spoke Spanish so may be that also contributed to the higher
fees.
