Not really a mystery at all. You pay according to the value of clothes, shoes and watches you're wearing.

Last February we were stuck almost a whole day in Colon's port captain's office getting our cruising permit, port clearances, etc. There were 2 other crews there of similarly sized boats. All of us were reporting to each other not only different amounts of "fees and charges" but also different legal advice, etc. The better dressed guys of course ended up paying the most. We were right in the middle - our captain's non-US and non-EU passport probably helped to that. Two raggedy looking kids were paying the least. None of the crews spoke Spanish so may be that also contributed to the higher fees.

I guess that with the immigrant crisis in Europe that tourist visa will be delayed.

Maybe not, but I don't see some countries that have problems with a excessive number of illegal immigrants to open a port to a longer stay will doing tourism, if that can used for other finality.

The problem here is that such a law can be used to the end that it was designed but probably it can also be used as a way to have illegal immigrants staying on CE longer while falsely doing tourism but in reality working on the black market.

There is the max of 90 days on a country but I believe that can be easily ruled out. These criminal immigration nets are powerful and can easily move illegal workers from one country to another under that touristic extended visa.
