Agent required to purchase duty-free fuel?

We recently cleared out of Montenegro in Bar. We read on Noonsite that after clearing out you could purchase fuel duty free for 0.59 per liter.

When we tried this, the attendant at the fuel dock said he could not sell us duty free fuel unless we used an agent. The cost of the agent was 100 euros.

There is no requirement to use an agent for clearing out, only if you want to purchase duty-free fuel.

This irritated me. Costs in Montenegro are very low, and 100 euros in this country is a lot of money. Even though we did ultimately save money by purchasing fuel duty free, it was still 100 euros that I don't understand why I had to pay.

Now, this is the first time I have purchased duty-free fuel after clearing out of a country. Is it normal to require the use of an agent?
