I think that one has consider where/how one moors before being didactic.

In the Med where one is stern-to the quay and there is another boat nestling on either side, tieing to the base of a stanchion in not an option. One has to tie from the lifeline so that the top of the fender is level with the toe-rail. You can tie around the top of the stanchion but this does not allow for fore and aft movement and the fender then pops out the gap between you and your neighbour.
