starboard bow

Anyone have any clue what is the purpose of marked circle on picture, factory made ready to drill ? There are 5 dots on it showing where exactly to drill.

not black. It is blue - this is where i got covers for hatches and winches

It is the black water discharge out to shore side, black water tank in the shower void. On ours anyway.
