It is their sovereign choice, but it is not just on items likely to be imported by wealthy foreign visitors/residents...its on everything imported...and is not officially dependent on who is doing the importing.

The rates are so high, about 35-86% in Belize, that it creates strong incentive for corruption...which is how many get their items in at more reasonable cost.

Both the Bamahas and Belize produce very little in country so must import almost everything and their duties are very high...for everyone (legally anyway).
