All of us seem to be beating around the same bush. Its their country and we are guests. We owe them respect and adherence to their rules. The times we've been here, the officials have been very gracious. In turn, we try to follow at least the spirit of the rules as best we can. We have not had a bad experience to date.

We dont get off the boat anywhere before we check in, we dont fish until we get a license, and we try hard to get all the paperwork right for the customs officials.
