New York, New Jersey, Conn. enact 14-day quarantine for out-of-state travelers coming from states with high infection rates.


"We have a calibration for the infection rate, and any state that goes over the infection rate – that state will be subject to the quarantine," Cuomo said. "It's only for the simple reason that we worked very hard to get the viral transmission rate down, and we don't want to see it go back up."

States will be included in the advisory if 10 per 100,000 residents or 10 percent of the total population tests positive on a seven-day rolling average, Cuomo said. States affected so far, as of Wednesday, include Alabama, Arkansas, Arizona, Florida, North Carolina, South Carolina, Washington, Utah and Texas.

The guidance goes into effect at midnight, Cuomo said, adding people should jump on a flight quickly today if they want to avoid the new rules.

Each state will enforce the order differently, but in New York, a person who violates the advisory could be subject to mandatory quarantine through a "judicial order" or fines of up to $10,000. It's unclear how New York authorities will identify violators, but Cuomo suggested that hotel clerks could flag travelers breaking quarantine and police could pull over cars with out-of-state license plates.

Keep aware that other States may be added to the 14 day quarantine and of course some may be withdrawn. This entire Covid 19 issue remains very fluid.

European Union officials are racing to agree on who can visit the bloc as of July 1 based on how countries of origin are faring with new coronavirus cases. Americans, so far, are excluded, according to draft lists seen by The New York Times.

European nations are currently haggling over two potential lists of acceptable visitors based on how countries are faring with the coronavirus pandemic. Both lists include China, as well as developing nations like Uganda, Cuba and Vietnam. Both also exclude the United States and other countries that were deemed too risky because of the spread of the virus.

Travelers from the United States and the rest of the world already had been excluded from visiting the European Union — with few exceptions mostly for repatriations or “essential travel” — since mid-March. But a final decision on reopening the borders is expected early next week, before the bloc reopens on July 1.

Countries on the E.U. draft lists have been selected as safe based on a combination of epidemiological criteria. The benchmark is the E.U. average number of new infections — over the past 14 days — per 100,000 people, which is currently 16 for the bloc. The comparable number for the United States is 107, while Brazil’s is 190 and Russia’s is 80, according to a Times database.

Once diplomats agree on a final list, it will be presented as a recommendation early next week before July 1. The E.U. can’t force members to adopt it, but European officials warn that failure of any of the 27 members to stick to it could lead to the reintroduction of borders within the bloc.

The reason this exercise is additionally complex for Europe is that, if internal borders are open but member states don’t honor the same rules, visitors from nonapproved nations could land in one European country, and then jump onward to other E.U. nations undetected.

Dear Customers,

For those of you hoping to travel to the TRNC in the coming weeks, we can provide the latest updated information as issued by the TRNC government.

From July 1, individuals will be permitted to enter the TRNC by sea and air.

Conditions of travel are determined according to the list of countries, designated as A (safest), B or C (highest risk) depending on health ministry and World Health Organisation (WHO) information.

Please refer to the lists below if you are planning on travelling to the TRNC.

Category A: Malta, Bulgaria, Norway, Germany, Austria, Finland, Slovenia, Israel, Greece, Denmark, Lithuania, Latvia Luxembourg, Turkmenistan, Uzbekistan, Kazakhstan, Iceland, Taiwan. All individuals arriving from these countries will have to present a negative PCR test carried out 72 hours before arrival.

Category B: Turkey, Switzerland Czech Republic, Poland, Croatia, Romania, Estonia. Individuals arriving from any of these countries will have to have two PCR test done, one before arriving and one after arriving in the TRNC.

Category C (high risk): United States, Russia, Brazil, United Kingdom, Iran, ltaly, Spain, France Individuals travelling from these countries will have to present a negative PCR test and will be placed in quarantine for 14-days, the cost of which will be covered by the individuals themselves.

For other countries not specified in the three categories, the Ministry of Health decides which rules will apply when entering the TRNC.

Border gate crossings From June 22, border gate crossings from South Cyprus to the TRNC started on the condition of showing a PCR negative test done in the last 72 hours.

TRNC citizens and Maronites living in the TRNC, the Greek Cypriots and other Greek Cypriot Administration citizens who want to come to the TRNC from South Cyprus, citizens of other countries permanently living in South Cyprus, and TRNC citizens living in South Cyprus will be able to cross to the TRNC, without quarantine, by showing a PCR negative test done in the last 72 hours.

There will be crossings to the TRNC at 5 border gates – Lokmacı, Beyarmudu, Akyar, Bostancı and Metehan. Those who have travelled to another country within the last 14 days and come back to South Cyprus will be able to cross to the TRNC according to the conditions applied to the country which they visited.

Regional Travel Advisory Update on 14 day quarantine upon entry to the States of New York, Connecticut and New Jersey.

New York on Tuesday doubled to 16 the number of US states whose residents must go into quarantine if they visit, Governor Andrew Cuomo said amid surging coronavirus infection rates.

Cuomo said visitors from California, Nevada, Georgia, Iowa, Idaho, Louisiana, Mississippi and Tennessee must now quarantine for 14 days if they travel to New York.

This expands a travel advisory he and the governors of New Jersey and Connecticut announced last week which related to virus hotspots Alabama, Arkansas, Arizona, Florida, South Carolina, North Carolina, Utah and Texas.

Connecticut Governor Ned Lamont tweeted that his state had also expanded its list to 16 under the "regional travel advisory."

The E.U.'s 27 members have been drawing up a list of countries whose virus levels are deemed low enough to allow people from those places to travel into the bloc, which has been mostly sealed off since March.

That list of safe countries was officially announced in a statement from the Council of the European Union on Tuesday. The U.S. — which has the most coronavirus cases and deaths in the world — was not on it.

The countries that did make the list are: Algeria, Australia, Canada, Georgia, Japan, Montenegro, Morocco, New Zealand, Rwanda, Serbia, South Korea, Thailand, Tunisia and Uruguay. China will also be included on the list if it allows entry to E.U. travelers in return

The list will be reviewed every two weeks and may be updated if the coronavirus situation in other countries improves or worsens, the E.U. statement said.

The E.U. also looked at countries' records on testing, contact tracing, social distancing and the reliability of its national data, Tuesday's statement said.

For any country not on the list, the E.U. restrictions on nonessential travel imposed in March still apply.

These restrictions do not apply to E.U. citizens abroad, health workers, people involved in the freight and haulage industries, diplomats and military personnel, and "passengers traveling for imperative family reasons."

As well as the 27 member countries of the E.U., the travel restrictions also apply to Iceland, Liechtenstein, Norway, and Switzerland, which are not in the E.U. but are members of the Schengen Area — a group that allows travel without a passport. The restrictions also apply to the tiny nations of Andorra, Monaco, San Marino and the Vatican.

Restrictions eased, border plan in place

The Queensland Government today announced a further and faster easing of restrictions across Queensland from 12 noon, Friday July 3, including a clear plan to manage our borders going forward.

Premier Annastacia Palaszczuk said anyone who had travelled from Victoria – including Queenslanders - would be prevented from entering Queensland from this Friday unless they quarantined at a hotel at their own expense for two weeks.

The state’s borders would be opened to visitors from other states from July 10.

Ms Palaszczuk said Queenslanders’ continued efforts in uniting against COVID-19 had also paved the way for a further easing of restrictions, allowing more people in more places and more events, a week earlier than expected.

“We have seen more than 250 cases of COVID-19 in Victoria over the past week and there is sustained community transmission there,” the Premier said.

“We cannot risk removing our border restrictions for those people coming from areas in Victoria right now. To do so would jeopardise everything we have all sacrificed so much to achieve and could be catastrophic to our entire economy.

“From Friday, anyone travelling from Victoria will not be permitted to cross the Queensland border and if they do they will have to quarantine at a hotel at their own expense.”

The Government will open the borders to other states from Friday 10 July, provided travellers complete a border declaration stating they have not been to local government areas in Victoria in the previous 14 days.

“The risk to Queensland from travellers from New South Wales, Western Australia, South Australia, Tasmania, Northern Territory and the Australian Capital Territory will be limited, given the low levels of community transmission in these places,” Ms Palaszczuk said.

“We committed to open the borders on 10 July. We are doing that – but in a responsible way.

“The changes we’re announcing today are about supporting our state’s economic recovery while protecting Queenslanders.

“We have said all along that we would take sensible, measured steps to easing restrictions for Queenslanders and that’s exactly what we’re doing.

“If there is an outbreak in any state, we reserve the right to review the border again.

“We have come such a long way together, but now is not the time to become complacent. We must all keep up the efforts to protect ourselves, our families and our community.”

Deputy Premier and Health Minister Steven Miles said the accelerated relaxation of restrictions in stage 3 will collectively mean a greater return to normality for all Queenslanders.

“For small businesses like restaurants and cafes, for couples getting married, for young people wanting to celebrate their 21st at home, for community sporting teams and their spectators, for sports fans, museum goers and event managers, life has gotten easier,” he said.

Stage 3 measures include allowing:

Private gatherings of up from 20 to 100 people in homes – great for special birthdays and celebrations of milestones;
Wedding attendance increases from 20 to 100 (and the reception size increases too);
Contact indoor and outdoor community sport starts with an approved plan;
More events, with events of more than 10,000 people requiring a COVID Safe Event Plan approved by the Chief Health Officer; and
Additional venues such as casinos and food courts to reopen.
“The four square metre rule per customer applies across the board with no ceiling, and no need to divide customers into smaller groups,” the Deputy Premier said.

“For small businesses, we will relax the four square metre rule, allowing up to 50 customers for a venue below 200 square metres in size, provided they keep a register of customers. For example, a 100 square metre café can currently have 25 patrons, with five of them in a separate area; now they can have up to 50 patrons,” he said.

“And patrons will be able to go to the bar to collect your food and drink – meaning faster service at many locations.

The Government has committed to reviewing transmission levels and flagged moving from four square metres to two square metres more widely, when circumstances allow.

“Queenslanders have done such a fantastic job of flattening the curve and our message to locals is as restrictions ease further make sure you keep up the social distancing and hygiene practises such as washing your hands and stay at home and get tested if you are sick.

This is all starting to make my brain hurt..

Current talk is that from tomorrow NSW police will be stopping Victorian cars coming into the state to check for people from the Melbourne suburbs that are about to go back into lock-up/lockdown/whatever....
There are 7 river crossings within an hours drive of my present locale.... ranging from very busy .... the Spirit of Progress Bridge on the Hume Freeway .... to not so busy.... the Wymah ferry.....
Further downstream I could choose to cross via the Speewa Ferry... https://en.wikipedia.org/wiki/Speewa_Ferry

The relocking down of the USA continues. The city of Chicago is implementing a 14 day quarantine requirement for people who arrive from Covid hotspots. The City website, states with more than 15 new cases of COVID-19 per 100,000 residents over a 7-day period will be designated as part of the mandate. The list will be updated every Tuesday, beginning on July 14.

Travelers who violate the order could be fined up to $7,000, with a daily fine of between $100 to $500.

As of July 3, 15 states were subject to the mandate:

Alabama

Arkansas

Arizona

California

Florida

Georgia

Idaho

Louisiana

Mississippi

North Carolina

Nevada

South Carolina

Tennessee

Texas

Utah

The mandate only applies to the city of Chicago, so those traveling to other areas of Illinois will not have to quarantine.

In addition, only individuals who spent more than 24 hours in a designated state will have to quarantine. For instance, travelers who have layovers or just stop for gas in a state on the list wouldn't have to quarantine.

The Chicago website notes that the order will be in effect "until further notice."

Five million residents of the Australian city of Melbourne have been told to stay at home for six weeks, amid a surge in coronavirus cases.

Victoria State Premier Daniel Andrews announced the lockdown after the state saw 191 new infections, its highest daily number since the pandemic began.

The state's borders with its neighbours, New South Wales and South Australia, will close within hours.

New York, New Jersey and Connecticut have added three additional states to their quarantine list, from which travelers will be required to isolate for 14 days, bringing the total to 19.

New York Governor Andrew Cuomo said Tuesday that Delaware, Kansas and Oklahoma now meet the metrics to qualify for the travel advisory.

The quarantine applies to any person arriving from a state with a positive test rate higher than 10 per 100,000 residents over a 7-day rolling average or a state with a 10% or higher positivity rate over a 7-day rolling average.


The present states on the list are:

A general precautionary note as to a major change in the perceived method of transmission of the virus, which could mean the virus is much more challenging to mitigate because its distance of travel and could linger much longer in the air.

The World Health Organization says there's 'emerging evidence' around airborne transmission. "We acknowledge there's emerging evidence in this field -- as in all other fields regarding the COVID-19 virus and pandemic -- and therefore we believe we have to be open to this evidence and understand its implications regarding the modes of transmission and regarding the precautions that need to be taken," said Benedetta Allegranzi, the WHO technical lead for the infection prevention task force.

WHO epidemiologist Dr. Maria Van Kerkove said they're looking "at the possible role of airborne transmission in other settings ... particularly close settings where you have poor ventilation."
Van Kerkhove said the WHO has been engaged with the group of scientists reporting growing evidence of airborne transmission of the COVID-19 virus since April. She said many of the signatories are engineers which adds important information in the area of ventilation.

Allegranzi said, "We do recommend as much as possible avoiding closed settings and crowded situations. We do recommend appropriate and optimal ventilation of indoor environments, and also physical distancing. And when this is not possible, in areas with community transmission of the virus, we recommend the use of face masks."
