New York visitors from high-infection states must report where they're from and where they're going

Visitors to New York who fail to comply with a new mandate that instructs them to fill out a form upon entry will face a $2,000 fine and "mandatory quarantine".

Governor Andrew Cuomo says the rule applies to visitors from "designated high-Covid" states.

Visitors must provide their contact information and declare where they're going and where they've been.

Hawaii Gov. David Ige announced that, in light of the surge of cases on the mainland, Hawaii is delaying its reopening to tourists until Sept. 1.

The plan was to allow tourists who have tested negative for COVID-19 within 72 hours of their trip to Hawaii to bypass that mandatory two-week self quarantine starting in August. But with the increase of cases in the state and the growing number of cases nationwide, officials decided to delay it by a month.

"I am announcing today that we will be delaying the launch of the pre-travel testing program until September 1," said Ige during the press conference. "The outbreaks on the mainland are not in control and we don't believe that situation will change significantly by Aug. 1st".

Said Ige: "We did believe it would be in the best interest of everyone here in the state of Hawaii to delay the start of the program to Sept. 1. I know this increases the burden of businesses here in Hawaii …we still believe in the pre-testing program and we will take actions to implement it safely."

Bayfield, the gateway to one of the more popular cruising grounds on Lake Superior, just issued a mask advisory.

"Effective Friday, July 17, 2020 at 8:00 am, Ashland and Bayfield County Public Health are issuing an Emergency Advisory which stipulates that everyone age 5 and older wear a face covering or mask when in any enclosed building where other people, except for members of the person ’s own household or living unit could be present. This advisory applies to all of Ashland and Bayfield County."

U.S.-Canada Border Set To Remain Closed Until At Least August 21

The border between Canada and the U.S. is set to remain closed to all non-essential travel until at least August 21, Canadian network CTV is reporting.

Talks have been ongoing between the two countries, with the current closure set to expire on July 21. Justin Trudeau and Donald Trump had a call yesterday to discuss the situation and the Canadian PM said afterwards that his administration was “going to continue to work hard to keep Canadians safe and to keep our economies flowing.”

Just a New York minute.

The list of hot spot states requiring quarantine upon entry to New York keeps changing. If you are headed there you will need to file a report upon arrival or face a $2,000 fine and be forced into quarantine if you come from one of the listed states.

Minnesota, New Mexico, Ohio and Wisconsin have been added to New York's coronavirus travel advisory, Gov. Andrew Cuomo said Tuesday. Those four states join Alabama, Arkansas, Arizona, California, Florida, Georgia, Iowa, Idaho, Kansas, Louisiana, Mississippi, North Carolina, Nevada, Oklahoma, South Carolina, Tennessee and Texas. Delaware has been removed from the list.

Travelers headed to New York, New Jersey or Connecticut from those states must quarantine for two weeks.

The quarantine applies to states with a positive test rate higher than 10 per 100,000 residents over a one-week average, or any state with a 10% or higher positivity rate over a one-week average.

Remember when New York, New Jersey and Connecticut were the epicenter.

"Yesterday, Governor Cuomo announced a travel enforcement operation will commence today at airports across the state to help ensure travelers are following the state's quarantine restrictions and to help contain the rates of COVID-19 transmission in New York State."

On June 24th, the Governor announced a joint incoming travel advisory with New Jersey and Connecticut requiring that all individuals traveling from states with significant community spread of COVID-19 quarantine for a 14-day period from the time of last contact within the identified state. Nineteen states currently meet the criteria for required quarantine based upon a seven day rolling average of positive tests in excess of 10 percent, or number of positive cases exceeding 10 per 100,000 residents.

The Philippines will allow the entry of foreign nationals with long-term visas into the country from August 1, the presidential spokesman said on Friday, as the country gradually relaxes some coronavirus restrictions in a bid to support the economy.

Foreigners with valid and existing visas would need to undergo quarantine upon arrival, said Harry Roque, spokesman for President Rodrigo Duterte.

Long-term visa holders refer to foreigners living and working in the country, Roque told Reuters.

Applications for new entry visas will not be accepted and returning Filipinos will have priority on inbound flights given existing caps on airport capacity, the task force said.

The U.S. Centers for Disease Control and Prevention (CDC) on Thursday extended its no-sail order for all cruise ships into the waters of the USA through September end, in a bid to contain the rapid spread of the novel coronavirus.

The CDC’s initial order was issued on March 14 and was subsequently extended to July 24, with the current extension taking the number of days cruise operators will have paused operations to 200.

The new order says cruise ships have to cease operations until Sept. 30 unless the Secretary of Health and Human Services declares COVID-19 no longer constitutes a public health emergency or if the CDC director rescinds or modifies the order. https://www.cdc.gov/quarantine/pdf/N..._16_2020-p.pdf
Cruise Lines International Association (CLIA) last month announced a voluntary suspension of cruise operations from U.S. ports until Sept. 15 and CDC said it extended its ban as not all cruise operators are members of CLIA.

get ready for longer quarentine for ships!

Argentinian health officials are scrambling to understand how nearly every crew member of a ship which spent 35 days at sea were found to have contracted coronavirus upon returning to land.

All 61 sailors aboard the trawler, Echizen Maru, tested negative for the virus upon departure from Buenos Aires in late May.

They were then flown to the Ushuaia, a typical jumping-off point for Antarctic voyages nicknamed “the end of the world”, where they were quarantined in a hotel for two weeks before setting sail.

True. I was speaking in a general sense that it was provisioning of some sort that is the only logical conclusion.

Or yes, the fish hold preserving the virus from prior crew.
