I had a problem with my winch a couple of years ago. No movement using either deck switches or remote control. I had a similar problem previously that I had traced to a defective solenoid, so out came the tester. The trouble was I seemed to have 12v everywhere. Eventually it was traced to a very bad connection on the solenoid, that allowed a trace of 12v, but was not allowing any useable ampage through.
Remade the connection and winch worked fine.

In my experience,
If your solenoid is clicking than an easy definitive check is to jumper lead a battery direct to the motor terminals (disconnected) and see if it works.

If it doesn't work its a motor issue(brushes/coil).
if it does then its either your connections/solenoid/circuit breaker.
clean/jumper/bypass through a spare, to test.
above worked for me.

Only issue i can see with doing above is that the motor may work fine without a load on it and that may not be the case when under load.
