I am thinking CA. Don't know about AusssieLand and Rhode Island doesn't really have a Newport Beach or should I say a real beach

Actually there is one (small) beach in Narragansett Bay with sand and everything, just like a real beach. Of course it is private. Bonnet Shores beach club.

Well,
I just looked up Newport Beach CA moorings
An offshore mooring of 75 FEET, calls for a 3500lb anchor. Annual permit fee of $1.25 per foot of boat…..
Still - 30K ? My boat didn't cost me 30K ;-)

Its called a Waiting List!  Until recently boats barely seaworthy have been sold for $30,000 for the privilege of transferring the mooring to get around having to wait your turn on the list. This mooring is likely in the Harbour, not offshore. The City recently change the rules limiting the times a mooring can be transferred without getting on the waiting list.

The city "owns" it. You get the right to keep your boat on it... as long as you pay the yearly fees...
