Yes, it's not that strange, is it? In daily talk we often speak: -This is my first priority! so it's easy to refer to number "1" as the first prio when we have e.g. 1, 2 and 3. ( but then the zero is a strange animal in that sequence)

But here in OCPN a higher number is the most important. Correct. And then the zero make sense as well.

No Doubts! More technically detailed and hard to keep all in mind. So I prefer to parse it as "Read the Fine manual"
