I doubt that a secret acquisition of one publicly listed co by another is possible.
I wouldn't worry about Ken Stringer's malfeasance, he’s long gone.
The 2002 SEC complaint against J. Kenneth Stringer III (et al) involved a wide-ranging scheme to inflate revenue at FLIR Systems, Inc. ("FLIR") during 1998 and 1999. In 2000, Flir announced that Stringer was no longer chief executive officer of the company, having been replaced by Earl Lewis.
Nn 2005, FLIR was named the 55th fastest-growing company on CNNMoney
CNNMoney.com's list of the 100 fastest-growing tech companies.
In 2005 FLIR was listed as the 39th d best small business by Forbes magazine, and in 2006 ranked 83rd. The previous year they were ranked 39th.
In 2009, FLIR was added to the S&P 500, and was named as the Northwest's top company by the
Seattle Times, marking the third time the company was at the top (2002 and 2003).
Also in 2009, the US Federal courts dismissed a
Raytheon suit, alleging
trade secret misappropriation etc, against FLIR.
