This just reported to boat owners like me in Everett WA.

Boat Crime is increasing.

Port of Everett Marina: Attention Slipholders: We want to make you aware of three boat thefts that have occurred at the Port of Everett Marina in recent months. It appears the thieves are coming via water. In response to this new pattern of activity, the Port is implementing additional security measures. Effective immediately, we will be posting security personnel at the South/Central Docks fairway to ensure visibility from the water until additional security cameras are installed. We are also pursuing other security measures and working in partnership with Everett Police Department to combat this. In the meantime, please take extra precautions to secure your vessel. If you have ideas, please send them to publicaffairs@portofeverett.com

I don’t hear reports of this in the Northeast.
Given poverty in places here too, as well as anti police sentiment in some of the cities, I don’t understand why not.

Cultural difference. It’s not ok to steal in the northeast, culturally, so people don’t do it much.

In Florida you’ll find it, but it’s theft of accessories like outboards and dinghies and stuff. Instead of being concentrated in one area in Florida, it’s spread out a lot so it doesn’t seem like the boat theft capital of the country, but it is.

I think calling this "poverty driven crime" is a misleading oversimplification. Every place I know of where property crimes have exploded (including San Francisco), it has been associated with rapidly spreading use of hard drugs. It looks to me like the crimes are primarily to fuel an expensive drug habit.

Classic example of unenforced laws. You should not have to do this. This is a government responsibility. Law enforcement use to enforce laws sadly that is our past.

Boats being broken into is nothing new, west coast or east coast, most police departments don't want to be bothered. They'll say its a coast guard or harbormaster issue, the coasties will say it's a local police mater, which technically it is.
I've had the electronics stolen from one boat while on my mooring. Had a dinghy motor stolen from a dinghy at a private dock. They couldn't get the dinghy since they apparently didn't have bolt cutters to cut the cable. So they knifed the tubes out of spite. That's in Rhode Island.
In the islands it was mostly crimes of opportunity, dinghies stolen when owners failed to lock them. Leaving expensive items in dinghies at public ocks, etc.
Can the politics, it's a human issue. Every poor sod thinks anyone with a boat is in league with Bill Gates, which is far from the truth.
Facebook and other sites get money off click bait, so please vet your sources.
Most of the types of thefts in cases like that are not important enough for most police forces to pursue with their full resources. Like all municipal resources they have only so much capability.

Crime happens everywhere. One of the exacerbating or predictive factors is wealth disparity, but certainly other factors come into play. I have been robbed in Newfoundland, a place internationally renown for its generous and kind people.

Budgets are a largely meaningless measure of efficacy as you note above. But it often becomes a data point people bring up to divert from the real problem and actual crime rates.
