Ok Paul, but I have no problem with v16.0.0.0 (W7) And v16.0.0.1 either.
Copy attached : a map with v16.0.0.1 ...

If GE is loaded, then "OK"
If GE is not loaded, load GE2KAP GE runs the program, but displays "ERROR" at end of program

I just created 2 very accurate maps, without internet running, using the SAS cache. (See attached)
Observation:
GE2KAP opened GE, even though I did not need it to do so, GE complained because I was not connected to the internet, so perhaps there could be an option not to start GE unless necessary or perhaps chose GE or SAS.
Do you have a tutorial or help file on how to twig GE2KAP to make charts with transparent sea so we can see depth contours, buoys, markers etc or other interesting abilities your program has?

To prevent GE from starting first start GE2KAP then check the "Create chart from overlay.Do not use Google Earth" on the second panel. Then terminate GE2KAP and when it is started the next time it will not start GE.
Or if you while GE2KAP is down, edit the GEKAP.options.txt and change the NOGE=0 to NOGE=1 save the file and then start GE2KAP.

GE2KAP.V16.0.1.0 is now available. It fixes some problems in the previous version where the GE status bar was turned off and on for every chart. This version will instead crop out the status bar if the user doesn't want it in a chart.
You can get this version from the Downloads page of my website Sample or use the "Check for Updates" on the third panel of GE2KAP.
This version has a special new parameter in the options file called CROPAMT that specifies how much of the bottom of the chart is cropped out. The default is CROPAMT=24 that crops out the status bar. A clever user might think of cropping out more of the bottom of the charts if he changed the parameter to say a value of 82, that is up to you.

However, CROPAMT set at (default) 24 does not seem to crop anything. When pushed to 100 for a test, a lot is cropped
The parameter seems to require fine tuning from the user
FWIW my screen size is 1280 x 800

The CROPAMT=24 is the height of the GE status bar always no matter the screen size. With this value it gives the user the option of having the status bar in the chart or not. The way you choose whether its in the resulting chart is if its on when you press Create Chart it will be in the chart, if its off when you press Create Chart it will not be in the chart. With an amount larger than 24 it will crop that amount always. The user can choose to crop what he likes above the status bar.

I fixed GE2KAP to support Google Earth Pro . There is one prerequisite, when you download GE Pro you must agree to the two conditions:
"Allow Google Earth to automatically install recommended updates."
and
"Help us improve Google Earth by allowing us to collect anonymous usage statistics."
Don't know why but it doesn't have the API support if you don not check these. You can turn off the latter after installation and it still works.
You can the Google Earth Pro here:
Google Earth
After installing it will ask for your email address and a license code, enter "gepfree" for the license code.
You can get the new GE2KAP version here:
Index of /Downloads then click on Test.GE2KAP.V16.0.1.14.exe to download then run to install.
If you have both normal Google Earth and Google Earth Pro installed on your systems, GE2KAP will start Google Earth Pro. If you want to run with the normal GE then you will have to start it manually. Don't run both at same time.
