When I was younger I'd thought this referred to Capt. James Cook and Cook's achievements on his three major Pacific voyages. Reading of Endeavour and Resolution's explorations helped me put to sea, with the eventual goal (now realized) of sailing my own vessel through the South Seas.

Now, older and wiser, I suspect that Nelson maybe, possibly, (tongue-in-cheek and in an ad hominem way) referred to THE cook aboard ship.
A well fed crew is a happy crew. Cold beer, please!
