Referring to GPS only is a very short approach to satellite based navigation.
You should rather say: " ... extent, GNSS can be ..."

On the other hand, taking all the disadvantages of GPS in mind...

The best chart for your area are produced by NOAA.
The paper version can be bought at a ship supplier or chart supplier, perhaps a book store will do it too.

What I intended to explain is, that one has to follow COLREGS. The stern light has a limited arc. The anchor light has 360°. It causes more confusion if one is trying to mix both lights than it...

Check at least what the UKHO (https://www.ukho.gov.uk/Pages/Home.aspx) offers and what the Peruian (https://www.dhn.mil.pe/) offer. You should be able to order charts at each book shop.
