I can imagine the opening in the winter wrap being too tight. Bring some vise grips. Ask for a pic of the wheel, make closing contingent on him bringing it to the table :-)

I’ve been there and met many who live there aboard, none at anchor. Most were raging alcoholics for starters.

How’s your Spanish as well? If living there year round it’s going to help.
