Nope!
It's a potential pain, but it depends on what you have for a dinghy. I wouldn't necessarily like it, but our aluminum skiff would slowly motor through it just fine if the ice is thin enough. It would probably take some paint off, but done carefully it wouldn't do any real damage. I'd be a lot more concerned about doing something like that with an inflatable though.

Nope!
I’m pretty sure any cat would take its chances and walk across that.
