Now you've really confused me.
Does this mean that the new day dosen't start until one o'clock?
And why the heck did they set off all those fireworks one second after midnight on Jan 1, 2000?

'Cause they got it wrong and didn't care - well actually they might have cared but couldn't stem the tide of ignorant public opinion.

Start anything off (like a new day or a new minute) and when it is finished, you have accounted for 1 event. After repeating the event ten times you are now at the END of event 10. So a next decade of such a event occurs at the END of the 10th cycle not at the beginning.
