The report you described is exactly the sort of thing I meant: a 'checklist approach' that describes the gear aboard and briefly compares it to the requirements of ABYC or some alternative code. From the perspective of both insurer and insured, the latter is surely more important that the number and type of lifejackets aboard.

That sounds very much like the mantra of defenders of now disrupted businesses like long distance telephone calls, securities brokerages, airlines, etc... Insurance companies have to make a certain amount on their investment until a true competitor enters the market and disrupts the market! It will happen (but don't hold your breath).

Wrong. Have had progressive and boat us , fully insure boats w out any survey. It depends on the amount and your history

Underwriters change their policies frequently. Many have issued policy's without survey for a few years, then they burned and start requiring surveys again. Several companies have recently jumped on this band wagon to gain market share. After a couple of years they start requiring surveys again.
Every case I have seen where surveys were not required had a limit on the value of the boat (usually not more than 30K) and frequently the "no survey" policy is an "actual cash value" (you lose) policy versus an "agreed value policy" (you win).

The point is that underwriters change their policies quite often and you had better understand your policy because there are huge differences between underwriters and when your renewal shows up in the mail you had better read it with a magnifying glass because chances are ...... something has changed.
