So... I've got this thing mounted in the cockpit seat of my new Catalina 27,and I don't know what it is! Sorry for the flashlight lit photos... I can do better over the weekend if that'll help. In the 'below deck' photo (second image) the bilge pump hose and engine power cables sort of look like they connect, but they don't.. They just disappear behind the gizmo!

Any ideas what I've got here and whether I want to have it?

It's a manual bilge pump. Remove oval center insert, insert handle. Pump back and forth.
Lacks either in or out hose,

From your photos looks like a hand pump. Bilge/waste? The top photo looks like a cover plate that you remove, pry off, and insert a handle to manually pump. Don't quite understand the wiring you describe.

It is the cover for your manual emergency bilge pump! At least that is what it should be ! It is like a whale gusher ! Pull the cover, ! There should be a s.s. round knob handle about 12-14 inches long, somewhere that fits into it ! ! Our's is mounted in the cockpit well, with the handle at the companionway stairs ! Also a Gulfstar 37!
