Mercury 8 hp stall out 2015

I did a few mile trip and on the return engine stopped. Using throttle override which is how I start it because of broken piece I was able to restart it easily but could not get it back into neutral without it stalling..

It is a low milage engine, carb recently disassembled and cleaned. Ethanol free gas, oil level good. 80% of the tank was filled before the ride and marina had just emptied and refilled their tank.

Any ideas. Today when looking at it I noticed an odd sound so attached a video link. Ideas appreciated.
