Issues with a mercury 40 hp

I have a 2001 mercury 40 hp outboard that has been giving me trouble. It revvs up to 6000 in neutral, then when i put it into gear it boggs down and dies, unless I pump the throttle, which squirts gas into the cylinder. once i pump the gas and the boat gets on a plane the engine works fine, unless i touch the throttle lever, at which case the engine dies immediately.
I was thinking carb or enricher circit but i cleaned and checked both and they were fine.
