installing genoa track

I need to replace original genoa track. What is best way to permanently seal
some of the old through deck holes?

3M 5200 is standard for permanently sealing up holes. You could also use MarineTex.

BTW, if you are left with a partial tube of rather expensive 3M 5200, freeze it. I takes only a few minutes to thaw it out for the next use, and it lasts for years if frozen. Otherwise, an open tube goes bad in days.

Over dill each hole to clean.
Tape over the bottom of each.
Slightly under fill each hole with epoxy.
Clean deck around each with acetone.
Grind the top to slightly cup the deck around each hole.
Cut discs of a light mat to fill each cup.
Epoxy or polyester each disc down
Sand
Fair and sand again.
Paint.
