ok team, I got the survey report, in relation to pedigree of boat, it looks like that the person doing the survey just went on the say so of current owner, even though we all know this is not an SS. I think it might have been inspired by the SS34 as someone posted before. However, I still would like to know who the builder is.
Aside from that, Survey report was very positive in relation to NDT tests on hull, etc etc...and also was kind in relation to power plant. Overall report was good. The boat will need a refit for current electronics, which was no surprise. I think the deal breaker for me is, that there is no holding tank for marine toilet.
I have emailed the surveryer to confirm that there is no holding tank before I make my decision.

...well we all have our preferences, but if the boat really does check out, personally a holding tank would not be a major obstacle, but that is just me...
maybe they were preparing to go with a dessicating, aka "composting," head?

Yep, that is what I am investigating next to see what costs are involved in getting one installed. As I think the boat as a whole would make a good blue water boat project. I estimate around $20K to get her electronics up to date, for her even able to do any offshore stuff. Plus she has no safety gear whatsoever, so all of that would have to be purchased before she could even leave the bay .
On the bright side, engine is good, sails, lines, and rigging are good. In regards to ground tackle, I am not a fan of ploughs, so that would have to be deep sixed and replaced with a Mantus or something.

It might also serve you well to track down local folks who own steel boats and query them about it before you decide to take it on.

Yes, good advice. If I buy her, she would be my first steel. I had 4 GRP ones before looking at this boat.

Whatever it is it is a nice looking boat. It looks a little like a hard chine Lancer 36, which was a Bill Lee design. If a surveyor said it was in good shape and that the welds were professional then I think you could maybe offer a much lower bid.

No holding tank? I was faced with the same challenge on Scorpius and went with an Airhead composting toilet. Sure you have to deal with it every month or so - but even that pales compared to dealing with a plugged or otherwise inoperable conventional system. My wife has a very sensitive nose and has no problem with the Airhead.

Since there will a lot of re-fitting need to be done, I am going to offer them $14K, i will probably end up putting another 30K into it, but after that I am confident I will have a go anywhere cruiser. I do have a plan B if they don't like the offer, there is a smaller boat available, which has full feel, and has virtually nothing to do bur add a wind vane and sail away.
I will let you guys know how I go.

I was recommended that with a steel yacht over 10 years old look very carefully
$18k is very expensive scrap metal
