Anyone else have this boat?

My boat has port/std tracks for for placing a block to handle jib sheets.
It starts a little bit aft of the winches, and ends a little bit forward of the cabin.
Some guy is trying to tell me that this is for the spinnacker/genoa, and that there should be an additional fitting or track more forward near the shrouds to handle a 100% or less jib. He also says jib sheets should be run inward of the shrouds not outside and around them.

Every C-28 I've seen on-line has only the one track.
