It is permitted because there are no Federal restrictions on in-water hull cleaning
of pleasure craft. Just as you can hire diver to clean your hull
, you can use this contraption as well.
The difference is that this contraption isn't going to clean your running gear
, thru-hulls or transducers. Nor is it going to change any needed anodes, remove any entanglements, give you a condition report etc., etc., etc. You still have to hire a human to do those things.
