Heading to Victoria BC

So I get conflicting info on the web to enter Canada via Victoria by boat. The Arrive can site says it only works if you're flying in, not by boat. So other than arriving at customs in person I don't see another option. I know this has horse has been beaten before just want to hear it again.
Thanks in advance.

Re: Heading to Victoria BC

Was just there. Here’s what the customs people said: ArriveCAN does not work for boats; they want you to call ahead (although it works even if you don’t, it just takes longer); and then you call again when you get to the customs dock.
