Red face ICW, airdraft, & 64' bridge

Question for any ICW cruisers or local knowledge in reference to the Wilkerson Bridge at mile 125.9 just north east of Belhaven/Pungo River, which is a 64' ICW bridge (whoops), this clearance is only affected by wind tides and my question is from which direction will a steady wind influence the clearance at this bridge by either blowing water out or in??
at 64' I know my VHF antenna will ping the bridge girders

Thanks much,
Capt. Ron
