Entering Italy regs

Does anyone have any information on the requirements for entering Italy from another EU country in a non-EU flagged, non-VAT paid boat but with only EU nationals on board?

I can only find reference to:
EU flagged/EU nationals: no entry requirements
Non EU flagged/non EU nationals: required to check in and obtain a Constituto

but not
Non EU flagged/EU nationals.

Seems to be a grey area.....

We are EU citizens but not residents so have a yacht under TI in the EU.

Any ideas?

They should be the same as they were for entering the EU country you are currently in.. whether or not its part of Schengen.. one clears in every time one enters a marina.

Clear in at a major port of entry, then a vinette needed for only major ports. No need to check in for small ports, because it’s unlikely you’ll even be able to fine an official with a stamp. Of course you’ll need to check in at all marina offices and show proof of insurance with liability up to €1,000,000.

Lived there for 20 years and never got stopped for anything Coastguard once asked me which country my UK Ensign was from LOL. All the ex yugo places are a lot keener !

Likewise.. only time I have ever been questioned in any flagged boat was at 2am travelling along the heel of Italy when a patrol boat approached with searchlight and asked for name, nationality, number on board and last/next port..
Turns out a cat had been reported missing in the area..
I was skippering a US flagged Lagoon and headed for Syracuse, Sicily.

Things have changed since you were last here, with the more recent influx of migrant/illegal immigrants attempting to enter Italy, Croatia, Spain etc from Africa and the middle east.

Your ensign no longer means poop, and the authorities are now connected via the internet and everything is computerized. Nowadays, expect heavy fines if you try to be sneaky and don’t wanna play by the rules in most EU countries.

If you play by the rules, everything will be fine.
