If you are on Windows, I believe the file you need to add that entry to is in (usually) C:\ProgramData\opencpn\opencpn.ini

Shut down OpenCPN, Find that file, open with Notepad, search for Plugins and underneath [Plugins] add CatalogExpert=1. Careful not to change anything else!

This will enable the Settings Button on the Plugins page at the bottom to select Beta Catalog. Then you can update the Beta Catalog, which should then contain an Ocpn Draw option, so you can install and download and enable.
