Looks like grib_filter might join two gribs.

Would this be a reasonable way of leveraging manpower and providing long term improvements compatible with the Open license?

Would it require a change in the "engine" such that the interface stays much the same.

Would it move grib in the direction we need to go?

Does this effort look substantial enough to last and provide underlying technology?
