1976 Volvo Penta reverse gear shifts to foward and to reverse dose not stop at neutra. any thoughts

If it is the MS box it is possibly deteriorating friction lining on one of the female cones taking up clearance so there is no position in which the movable male cone ca spin free.
As a first step, drain the gearbox oil when hot and see if there are are little bits of lining in it.
