If you are referring to tonnage in your USCG Documentation it is a measure of carrying capacity volume. Do not confuse this with the weight of your boat.

I had an all metal East German flare gun with an insert for a 410 gauge shotgun shell.

I also had 12 gauge insert but using a 12 gauge shell in a hand flare gun would no doubt break a wrist.
