To whom would you mention this annoyance (the owner is away)?
As a “live-aboard”, why would you move your boat, over an easily resolvable issue?

As an owner, I'd thank you for securing my slapping halyard. It wasn't doing my boat & gear any good (aside from any annoyance it caused my neighbours).

Regarding questions #1 & #2, I have begun to take preventative action: I signaled the owner of the yacht next to mine (who is away 10 months a year) that his docking lines are a bit long and his yacht comes to rest on mine when the wind is on the beam. He tried to do something about that.

I also told him that the mainsail halyard is sometimes very noisy. He told me to act in this case, go aboard his yacht and move the halyard.

TO the owner, when they return. Or if they never return, have it removed as a derelict abandoned vessel.

You need to rescue a better class of boat A few weeks ago I got a couple of very nice bottles Grand Cru Bordeaux.
The message is with a little bit of effort you can save fellow boat owners a big repair bill.

1) Hail the boat. No one present I invite myself aboard. I plce chain back on roller and secure with bail made of wire or slack piece of chain. Leave note on boat stating what happened. Inform harbor master. Try to get owner's contact number. By some means try to communicate to owner. But primary concern is to secure damage to boat.

2) How do you board bucking boat? I would be hesitant to risk my life in effort to minimize damage to property. This task is better suited to two persons. And you leave your own vessel unattended during this time? If wayward boat is bouncing, those slack lines can also become tight in a moments notice and spring. I had a doubled 1" hawser pop near my face and it aint pretty. (Kewalo basin) I would certainly want another person standing guard on me.

3) This is easy. Run that shackle clear to the mast head. Hopefully sel-absorbed owner will get the message. Just kidding.

Secure the shackle to halyard and tension the halyard run out from the spar.

In the case I cited in another thread, someone else went aground at the same time Cap'n Jay did. His situation was worse because he was on rocks and they were wearing a hole in his hull. He was at a family reunion 300 miles away and was driving back as fast as he could, having to work his way around flooded roads, etc. His friends were in touch with him by phone and knew he was trying to get back. They had his permission to do what they were doing. It was considerably dangerous but they are his friends and they did it. By the time he got back they were almost done, but he did move heaven and Earth to get there.

I suspect he should have known -- well, I KNOW he'd been told -- better ways to secure his boat, but hadn't gotten around to it. But his boat isn't a derelict, and he's helped many others with their boats.

Personally I won't risk injury but I'm not going to tell other people what they should or should not do for a friend. I think what the people here did for Cap'n Jay was extraordinary.
