If they're looking to raise dollars perhaps they could talk to the pirates on Wall Street. Issue a Collateralized Reverse Assets for Pirates bond, or CRAP, and they'll never need to fool around with shipping again...

If you've ever read any history on the Barbary States Pirates , British and French "Privateers" or any other pirating nation you'll find that history has changed nothing.
Somalia is just doing today what they did back then, just enough to be a nuisance but not enough to cause war and if being a nuisance turns more of a profit than peace, then they will continue to do so.
In all fairness a certain as death and taxes there will always be pirates be them state appointed legal "privateers" or not, as long as there is a sea to sail in, bounty on the horizon and a boat to get there there is no stopping them. Legal or not they are a nuisance we have to learn to both avoid and tolerate.

I think Davis Old Jersey was on the right track about the counseling with one exception.
Instead of Crystals, a bunch of ,50 BMG rounds will cure what ails them PERMANENTLY...
If you have an unknown vessel approaching you, 10-20 rounds in front of them will cause any halfway intelligent person to veer off if they are honest seaman.
If they don't veer off the chances are good that they are pirate TRASH and up to know good. So what's the problem, just dispose of the trash. If a good watch is being maintained, all this can be achieved while the pirates are well out of RPG range..
