I've been thinking about this for quite some time. In my mind, there are two ways (outside of artillery, archery and birds of prey) to get rid of the pesky intruders.

The first one is to take lessons at your local RC (radio control) Flying Club and then buy a controller to take over the unit = expensive and time consuming.

The second would be to buy a higher power laser pointer (available cheap everywhere). and point it at the camera lens. It should disable (fry) the CCD or whatever imaging system is in the camera, but the unit will still fly. Just make sure there are no real (manned) planes in the area.

However, just to be safe, make a sign on a 8x10 piece of paper with a sharpie marker. "NO PHOTOGRAPHY PERMITTED - PROCEED AT YOUR OWN RISK."

If it fly's in to get a better look at the sign, you know its being operated locally and that the drone operator had got the message (which is most likely the case). However, they would have a difficult time at best trying to convince a judge (in a civil suit, because its not criminal) that you should pay damages, as they were on notice - and their failure to heed the warning you 'posted' was the proximate cause of their injury.

Sorta like trespass after warning. Can't prevail for damages [ nor any defense for criminal charges] or anything else if you don't heed the proscription.

I don't think they do as they are not being operated by "Airmen", and the FAA I believe only has jurisdiction over Airmen.

Reason I would call the local cops as opposed to the FAA FSDO

On edit, I'm better than 99% sure an anchorage would be considered a congested area by the FAA, That FAR would be good to show the local cops

I'm guessing this is a small drone (one with a small gopro type camera). If this is the case is does not apply under the quoted text above. The FAA is still determining what they are going to do about drones (a few years behind schedule... not surprising)

Commercial drone operation is illegal right now (unless you have an exemption from the FAA) and until the new rules are released (should be in a few months)... so if this person is taking pictures or taking video (with commercial intent) of the boat it is actually a big no no. A quick call to your local Flight Standards District Office will fix the problem quick.

If its someone just playing around then the craft must be below 400ft and within line of sight from the operator, thus if you can see the drone you should be able to see the operator. (if not, again FSDO)

My suggestion... wait until its up flying, try to spot the guy and just ask him to keep away from your boat, if it continues call the FAA.
