Manifestly Unsafe Voyage:

Under the authority of 46 United States Code 4302 and 4308 (46 U.S.C. 4302, 46 U.S.C. 4308), the Commandant, U. S. Coast Guard has authorized the District Commander to prohibit the voyage of any vessel if he determines that said craft is unsuitable for the intended trip.
His determination will be based upon the design, condition and outfitting of the vessel in relation to what the District Commander deems necessary for a safe voyage.
Operator competency is NOT a factor in the final determination.
If a manifestly unsafe ruling is issued, the voyage is terminated and the vessel will be prevented from getting underway.

Well there ya go. If he tries to head out into the big blue, the gov will step in, if enough fuss is raised. ( I guess.) slippery slope.

Gord, O giver of knowledge, any recent incidences where this code was used to stop someone from taking off?

The manifestly unsafe voyage thing has a lot more to do with safety equipment than the vessel itself. Reference "Tin Can" leaving San Francisco a few years ago and breaking up in Santa Cruz. USCG boarded, checked for safety equipment, wished him bon voyage.

No new info here. I said I wouldn't suggest. Never said THEY can't stop him. It would be a sad day though if they did. I fought and many died for Hot Rod's right to be a total idiot!

I cant believe you guys! All the experience on this forum and you dont even notice the most glaring design failure on this...vessel. The kawasaki isnt close enough to the centre to run the drive chain onto the propshaft - it'll NEVER work!

More interesting, while I was taking these (pix) I ran into another local who's been following the whole saga and has been regularly in touch with HR. He said they've been coping with an endless string of disasters since they left the marina - - - actually even before that. He said that they've damaged the hull in several places (like maybe when FH Jr. was pounding all over the starboard rudder and hull when HR was trying to tie it up in the chop sunday?) They lunched the steering gear way back before they went to sea. The winch for the anchor line is toast, and, he implied, many, many more.

I hate to say it, but this whole thing reminds me of those old B&W films showing a bunch of hopefuls crashing their self designed flying machines. Naive optimism meets grim reality.....
