How can standards like USB1 or 2 be obsolete if there are still millions of devices out there using it and being plugged into whatever physically compatible USB port the user finds? Hence every compatible output has to be careful / negotiate how much current the end device can handle.

The argument of 20V is only relevant for USB-C and is covered in the Wiki as well.



So let's try and stick to the topic of "using a power bank for mobile phone charging", shall we?

The small higher risk LI chemistries are dangerous enough as tiny batts enclosed and protected by their engineered electronics in our gadgets.

They spontaneously ignite / explode all the time, we live with that risk, OK.

If you're DIYing yourself with non-LFP batts out in the back shed, fine and good.

But living in a small mobile space with your science experiment, sorry but no, stick to LFP. Especially on a boat.

If you can't afford to be safe then wait and save up until you can.

A $30 lead batt and 12V to USB converter will get the job done cheaply from a practical POV too.

The accurate standards for traditional old-school USB - which indeed are still relevant for most - were falsely stated, and that has now been corrected. Not really relevant to the OP topic:

portable USB charging powerpaks powered by tool batteries, which happen to natively be 18-20V

but so it goes.

Neat find, runs off anything 12V up to 27V, standard XT60 plug

Not quite USB-C at 20V, but Qualcomm Quick Charge 3.0 is pretty good tech, also QC2.0 and standard old-school 5V USB, and some of the newer ones too:
3.6V-6.5V @3A
6.5V-9V @2A
9V-12V @1.5A
