For the latest vesion where the local time problem is fixed there are only source code and no windows exe file. Maybe I am wrong.

So built this and everything went fine. I installed it, but it's not available in O as a plugin. I checked and it is indeed in package contents for the app, but not listed as available in the list as a plugin that I can enable. It's like O doesn't recognize it. Am I missing something?

The plug-in just does not exist for Android.

OA ( OpenCPN for Android) carries right now the built in plug-ins and as external plug-ins there are the oeSENC and the Fugawi.com (ofc) ones.
