Flyspray Upgrade

Hello testers....

The OpenCPN Flyspray installation has been upgraded to a more modern version. It is now fully compatible with the opencpn.org website configuration. All Projects, Tasks, and Users were migrated successfully. Your existing links and shortcuts should still be intact.

There are some significant improvements in the Flyspray look and feel. In particular, there is now a full-featured editor for adding and updating task descriptions. This editor will be familiar to DokuWiki users.

The new installation is ready to use now. Keep those cards and letters coming!

Would it be possible to change the heading "Operating System" to "OS" or or "O.System" or "Oper. System" so the column will not take so much space?

Also possibly change "Last Edited" to "Last Edit" for the same reason.
