just get a cheap atomic watch, they auto correct from radio or gps

I suspect it's a function of network delay. The site monitors congestion/lag between it and you and calculates the potential difference between their very accurate clock and what is displayed on your web page when it loads. If you have a very good connection it's probably down in the milliseconds.
