Windlass Works - Sometimes...

I have a windlass on my 26' boat that has had difficulty bringing up the last few feet of rode and anchor but with some up down motion, she would pull it up. Recently she did not work even though I could hear the relays working. When I play around with the windlass, it will work and then stop. I dont hear anything working from the windlass when it becomes "stuck" but I do hear the relays. Can anyone help me make it work properly again?
