Rolling out of Charter, Move to USVI?

I a US citizen, have a boat rolling out of Charter in the BVI, No VAT tax paid to date. She is registered with the US Coast Guard in St John USVI, We plan on cruising the USVI, BVI and south to Granada for hurricane season and then back tthrough the chain and to the Bahamas and to the states, repeat...

Can I simply register it in the BVI or should I register it in the USVI? What are the VAT tax issues?

Regarding the BVI, reference link:

When you bring the vessel to the USA, it will become an importation with customs clearance duty, if any, due upon arrival. Including importation within the USVI.

Depending on which State becomes the State of Principal Use when the vessel is located in USA waters, registration with the State may be required and Use taxation and Property Taxation and perhaps an excise tax.

If upon taking title you document the vessel with the USCG then you will not need to pursue titling in a State of the USA [which State may or may not be a State that issues titles]. You will only need to pursue State registration of a USCG documented vessel.

Just review the laws of the State of Principal Use for guidance and of the States through which you will be voyaging.
